Help to make a property fit to let in Wales

The Welsh Government scheme, “Houses into Homes”, can provide funding to enable a property to be made fit to let. Applications for the “Houses into Homes” are made through the local authority. More information about the scheme is available on the Welsh Government website.

Compulsory landlord registration and licensing in Wales

The Housing (Wales) Act 2014 requires all landlords with property in Wales to register with Rent Smart Wales and either be licensed themselves if they’re ‘self-managing or use a licensed agent.

What is the cost of a landlord’s Licence in Wales?

The cost of a licence fee in Wales for online applications is £144. For a paper application, the fee is £186. Landlords who help manage properties that are not owned by them, and who do not employ staff, are deemed agents under the scheme and must obtain an agent’s licence. The fee for an agent with no staff is £144.

Electrical regulations for properties in Wales and Scotland

The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 (EICR) apply to England only.

Landlords in Scotland must comply with the electrical safety requirements set out in the Housing (Scotland) Act 2006. Since 2015, sections 13(4A) and 19B(4) require landlords to get an Electrical Installation Condition Report and a Portable Appliance Test.

In Scotland, electrical inspections should be carried out by a qualified, competent person before a tenancy commences and at five-year intervals. A copy of the latest report must be provided to new and current tenants.

EICRs is not currently a legal requirement for single-let properties in Wales but do apply to HMOs.
